Scope of Work
Phase I: Levee improvements and protection from drainage flows across SH 96.
Phase II: Add capacity to the current detention pond and add a dedicated pump station.
Completed - Phase III : Improve drainage and capacity within the neighborhood adjacent to Gum Bayou.
Phase IV: Widen Gum Bayou from SH 96 to southern city limits.

Project Status as of October 2022
The City has received final design plans and is currently acquiring right-of-way.
Original Schedule
The original schedule, as of September 2019, shows design in progress from quarter 1 of 2020 through quarter 2 of 2021 for Bay Ridge Flood Reduction Phase 1. Land acquisition is programmed from quarter 3 of 2020 through quarter 2 of 2021. Construction bidding is scheduled for quarter 3 of 2021 with construction following through quarter 4 of 2022. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.
Current Schedule
The current schedule, as of June 2021, for the Bay Ridge Flood Reduction Phase 1 project shows design in progress from quarter 1 of 2020 through quarter 3 of 2021. Land acquisition is programmed in quarters 2 and 3 in 2021. Construction bidding is programmed in quarter 4 of 2021. Construction is programmed from quarter 1 of 2022 through quarter 1 of 2023. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.
Bay Ridge Flood Reduction Phase II

Project Status as of October 2022
Council awarded the construction contract on June 28 to C4 Partners, and a public meeting was held on Tuesday, August 16 for the residents of Bay Ridge.

Land acquisition is programmed from quarter 3 of 2020 through quarter 2 of 2021. Construction bidding is scheduled for quarter 3 of 2021 with construction following through quarter 4 of 2022. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.

The current schedule, as of December 2021, for the Bay Ridge Flood Reduction Phase 2 project shows design completed from quarter 4 of 2020 through quarter 4 of 2020. Due to access to the pump intake, design revision started in quarter 1 of 2021 through quarter 1 of 2022. Construction bidding is programmed in quarter 2 of 2022. Construction is programmed from quarter 3 of 2022 through quarter 3 of 2023. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.
Completed - Bay Ridge Flood Reduction Phase III

Phase 3 of the Bay Ridge subdivision Flood Reduction Project was completed.

The current schedule, as of December 2021, for the Bay Ridge Flood Reduction Phase 3 project shows design completed from quarter 2 of 2019 through quarter 2 of 2020. Construction bidding complete for quarter 3 of 2020. Construction in progress from quarter 4 of 2020 through quarter 3 of 2022.

Bay Ridge Flood Reduction Phase IV

Project Status as of August 2022
As part of the scope of this project, a study was first conducted to evaluate the flow of water heading towards Dickinson Bayou so various options for drainage improvements for the Gum Bayou Watershed could be considered and evaluated. As a result of the study, culverts were proposed at Columbia Memorial Parkway and League City Parkway and were also analyzed to determine the appropriate size to reduce ponding and the potential overflows. Hydrology and hydraulics (H&H) studies of Gum Bayou from League City Parkway (SH 96) to Dickinson Bayou and the existing Gum Bayou bridges were also conducted to determine possible improvements that would allow detention to better drain from the Bay Ridge subdivision. The consultant is now preparing the final design scope of work to be submitted to the City for review by mid-August. If accepted, staff will present the design contract to Council in September and subsequently, the consultant will begin the required final design and work with the U.S Army Corp of Engineers (USACE) to determine if an individual or nationwide permit is needed.

Construction bidding is programmed for quarter 4 of 2023 through quarter 1 of 2024. Construction is programmed for quarter 2 of 2024 through 2025. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.
