Project Status as of March 2023

Council awarded the construction contract on June 28, 2022 to C4 Partners, and a public meeting was held on Tuesday, August 16, 2022 for the residents of Bay Ridge. Construction began in August 2022. Pond excavation will be ongoing for the next several months. Utility encroachments with TNMP and Phonoscope slightly impacted the schedule in December and January but have since been cleared. Construction of the Pump station building pad started in January. In late February an older existing sanitary sewer line was found to conflict with the pump building pad and discharge piping. Staff is currently working with the consultant to resolve this conflict. Construction is currently scheduled to complete in November 2023 but is highly weather dependent since construction takes place in a pond

As part of the scope of this project, a study was first conducted to evaluate the flow of water heading towards Dickinson Bayou so various options for drainage improvements for the Gum Bayou Watershed could be considered and evaluated. As a result of the study, culverts were proposed at Columbia Memorial Parkway and League City Parkway and were also analyzed to determine the appropriate size to reduce ponding and the potential overflows. Hydrology and hydraulics (H&H) studies of Gum Bayou from League City Parkway (SH 96) to Dickinson Bayou and the existing Gum Bayou bridges were also conducted to determine possible improvements that would allow detention to better drain from the Bay Ridge subdivision. City staff is exploring the possibility of buying into extra detention capacity along Gum Bayou in lieu of constructing a new detention pond, which will negate the need for the City to acquire property along Gum Bayou. The consultant is preparing the final design scope of work to be submitted to the City for review. If accepted, staff will present the design contract to Council and subsequently, the consultant will begin the required final design and work with the U.S Army Corp of Engineers (USACE) to determine if an individual or nationwide permit is needed.
