Jody Hooks, Public Works Director
Jody Hooks serves as the Director of Public Works for the City of League City. His responsibilities include providing direct operations oversight for streets, drainage, traffic operations, wastewater treatment, water production, line repair, and fleet maintenance.
Jody has spent over 30 years in the League City organization starting as a crewman in the Wastewater Department and progressing from Department Head to Utilities Operations Manager in 2010 and then was promoted to Public Works Director. He has a broad range of experience in Water/Wastewater Utility operations, maintenance, and infrastructure project development and construction. He currently maintains advanced level water and wastewater operations licenses.

Tommy Arredondo, Public Works Utility Manager
Tommy Arredondo serves as the Public Works Utility Manager for the City of League City. His responsibilities include managing operations for the Wastewater and Line Repair Departments, as well as providing direct supervision over the Water Production Department, which consists of ten Booster Pump Stations, four Elevated Storage Tanks, and eight Groundwater Wells.
Tommy has spent over 18 years in the League City organization starting as a crewman in the Water Production Department then progressing up to Operations Supervisor, Department Head, and ultimately promoted to Public Works Utility Manager in 2019. He holds a Class “A” Water Operator License and many other water and wastewater licenses issued by the Texas Commission on Environmental Quality (TCEQ).

David Tickell, Public Works Manager
David Tickell serves as the Public Works Manager for the City of League City. His responsibilities include providing direct oversight for Streets, Stormwater, and Traffic Operations.
David has spent over 10 years in the League City organization and began as a supervisor with the creation of the Traffic and Transportation Department. He then progressed to the role of Traffic Operations Superintendent in 2017, and then he was promoted to Public Works Manager. He has worked in the traffic industry for over 25 years and began his career constructing signalized intersections. He got his start in public service over 20 years ago managing and maintaining many types of signalized devices. In his current role as Public Works Manager, he now manages the daily maintenance and operations for the Streets and Stormwater and Traffic and Transportation Departments for the City of League City.

Susie Blake, Wastewater Superintendent
Susie Blake serves as the Wastewater Superintendent for the City of League City. Her responsibilities include two Wastewater Treatment Facilities (Dallas Salmon Wastewater Treatment Plant and Southwest Water Reclamation Facility) and 76 Lift Stations.
Susie has been with League City for 18 years starting off as Pretreatment Coordinator/Lab Supervisor and becoming Superintendent in 2017. She holds a Master’s Degree in Environmental Science with emphasis in Chemistry and is a Certified Water Professional (CWP) from Texas A&M Engineering Extension Service.

Chris Svahn, Utility Maintenance Superintendent
Chris Svahn serves as the Utility Maintenance Superintendent for the City of League City. His responsibilities include direct supervision and management of the Line Repair Department.
Chris has spent 25 years with the City of League City Line Repair Department starting as a supervisor and eventually being promoted to superintendent. Chris has almost 10 years of prior utility experience with WCID #1 in Dickinson. He maintains both water and wastewater licenses issued by TCEQ and holds a Plumbing Inspector’s license issued by the Texas Board of Plumbing Examiners.

Yvonne Calderon, Fleet Manager
Yvonne Calderon serves as Fleet Manager for the City of League City. She is responsible for the vehicles and equipment in the City’s fleet throughout each vehicle’s life cycle, including acquisition, registration, upfitting, repairs and maintenance, and disposition.
Yvonne has been with the City for over 28 years beginning with Emergency Management and Facilities Maintenance as an Office Manager. She transferred to Fleet in 2007 as the City’s Fleet Coordinator, and in 2013 she was promoted to Fleet Manager.

George Chapa, Traffic Operations Superintendent
George Chapa serves as the Traffic Operations Superintendent for the City of League City. His responsibilities include direct supervision of the Traffic and Transportation Department (Traffic Signals and Traffic Control).
George has been with the City of League City for over 23 years starting as a crewman with the Drainage Department. In 2003 he was promoted to Traffic Control Supervisor, and in 2019, he was promoted to his current role of Traffic Operations Superintendent overseeing maintenance and operations of all traffic control devices for the City of League City.

Heather McKnight, Arborist
Heather McKnight, City Arborist, has been in the Horticulture field for 21 years and serving the City of League City for twelve years. Heather assists property owners (both residential and commercial), homeowner associations, and developers with tree-related concerns and questions; she also reviews Tree Disposition Plans and issues Tree Disposition Permits in accordance with Section 102-100, Tree Preservation, Mitigation, and Maintenance.
