Responsibilities
Rick Davis currently serves as Assistant City Manager. As such, he is responsible for overseeing Public Works, Engineering, Planning and Community Development, Economic Development, Parks and Recreation, and Emergency Management. In addition, he is responsible for a variety of additional initiatives and facilities, including the City’s process improvement program and Big League Dreams.
Davis began service with the City of League City on March 13, 2023.
Experience
Prior to working for the City of League City, Davis served as the City Manager of Baytown, Texas, where he served for eight years. Before coming to Texas, he managed communities in Utah and Arizona. Davis brings nearly 30 years of public sector experience, 27 of which are specific to municipal management. His expertise and experience have focused on:

Davis earned a Bachelor of Arts in Government/Corporate Relations from Brigham Young University (BYU) in 1988 and a Master of Public Administration from BYU in 1994. He is the co-author of “Elevating Trust in Local Government – the Power of Community-based Strategic Planning.” Davis is a Credentialed Manager with the International City and County Management Association (ICMA).
