UPDATE: On June 29, 32-year-old delivery driver Phillip Antoine was arrested by the League City Police Department in connection with the hit and run death of 19 year-old League City resident River Russell. Antoine was charged with Failing to Stop and Render Aid After/Accident Involving Death, a 2nd Degree Felony.

At approximately 3:50 a.m. on June 24, League City Police responded to the 1800 block of FM 270 South in reference to a welfare concern. On arrival, officers found an unresponsive white male, later identified as 19-year-old River Russell, lying near a ditch just west of the roadway. They found a debris field of personal items, including a skateboard, on the roadway and shoulder. Police believe the vehicle that hit Russell was traveling southbound. Russell was transported to an area hospital in critical condition but died on June 26. Investigators believe Russel was hit sometime between 2:45 and 3:50 a.m.
