[ARCHIVED] Update on Drainage Projects Under 2019 Bond Program

In May 2019, League City voters approved $73 million in general obligation bonds to fund 21 flood protection and drainage improvement projects across the City.

Below is a quarterly update on the status of several of the projects. For a full list of projects, as well as descriptions, timelines, and budgets for each, visit www.leaguecity.com/bond2019

Bay Ridge Flood Reduction – Phase 3 (DR1901): The purpose of the project is to determine ways to reduce ponding in the area, which may include piping upsizing through construction. The Hydrology and Hydraulics (H&H) analysis was completed on October 25. The preliminary designs are slated to be submitted by the consultant to the City for review in mid-November.

Deer Ridge Dr. Buy-Out & Overland Flow Improvements (DR1902):This project will analyze and design overland flow to provide proper drainage of Deer Ridge Drive into Bradshaw Ditch, while reducing excessive flooding in the street during extreme rain events. Council approved a design contract on May 28 to begin the project.  A meeting with the consultant to discuss their findings occurred on October 28. The 30% designs are underway and are expected to be submitted to the City for review in mid-November.

Dove Meadows & Bordon’s Gully Detention Pond (DR1903): Due to rain delays, the H&H analysis began on October 18 and will be completed on November 28. The environmental review will be completed on November 4. This project will determine the best recommendation to improve drainage.

Bay Ridge Flood Reduction – Phase 4 (DR1904): Proposed culverts at Columbia Memorial Parkway and League City Parkway will be analyzed to determine the appropriate size in an effort to reduce ponding and potential overflow. H&H studies of Gum Bayou from League City Pkwy (SH96) to Dickinson Bayou will be conducted in an effort to provide improvements to allow Bay Ridge Subdivision’s detention to drain. Existing Gum Bayou bridges will also be a part of the hydraulic analysis. The study will help evaluate the flow of water heading towards Dickinson Bayou and provide options for drainage improvements for Gum Bayou Watershed. The topographic survey data was provided to the consultant in mid-October. Due to rain delays, the H&H/Wetland analysis commenced on October 24 and is slated for completion in late-February 2020.

Magnolia Creek & Cedar Gully Channel Improvement Project—Phase 1 (DR1906): The consultant will provide a hydrologic and hydraulic model for the watershed using the               Houston-Galveston Area Council (H-GAC) aerial topographic information provided by the Texas Natural Resources Information System (TNRIS) and field observations. A drainage area map for Magnolia Creek and Cedar Gully Channel will be provided showing the watershed and sub-basin delineation in an effort to provide the best recommendation for adequate drainage flow. Thereafter, the consultant will provide construction drawings that will reflect the best way to provide adequate drainage flow.

In addition, at their Tuesday, November 5 meeting, the League City Council approved professional services agreements for design work on the following 2019 bond projects. This puts the total number of drainage projects under design at 10, and 4 four more are expected to be approved by the end of the year. 

  •  Rustic Oaks Subdivision Drainage Improvement Project (DR2003)
  •  Countryside Subdivision Drainage Improvement Project (DR2002)
  •  Bay Ridge Flood Reduction Project, Phase 2 (DR2005)
  •  Benson Bayou Detention Project, Phase 1 (DR2006)
