As news about the Coronavirus disease (COVID-19) continues to develop, the City of League City is actively monitoring the situation and taking the proper precautions to limit the spread of illness. In order to ensure the safety and well-being of staff and residents, the City is following state and national guidelines to cancel City-sponsored gatherings and events and by limiting access to City facilities and buildings. The City will continue to assess the situation daily, and follow guidance provided by the CDC and the Galveston County Health Department. We will update residents regularly about future closures and impacts to the community through the City’s website and social media pages.
Positive Cases in League City
The number of positive cases in Galveston County, as well as in League City, is released daily by the Galveston County Health District at 5 p.m. and is shared on the League City website here. There is also an interactive map available here that includes a breakdown of total tested, hospitalized, in quarantine, and recovered.
As of April 2, ten League City employees have tested positive for COVID-19. Of the ten, seven are employees with the City’s Fire Marshals Office. The Fire Administration building has been closed until further notice and all 12 employee that have offices in the building were put under quarantine and tested. It is important to note than none of these employees respond to fire or ems calls. The three other positive case are LCPD officers. The City has taken all precautions and quarantined those who have been in direct contact or at risk of exposure with these individuals. Some have tested negative for the virus and we are still awaiting results on others. The City has also brought in a professional team for thorough cleaning and deep sanitization of offices, work stations, buildings, and vehicles. We will continue doing all we can to keep our employees safe.
state and County Orders for Essential Services and Activities
On March 31, Governor Greg Abbott issued an Executive Order that renews and expands the Governor’s previous directive to minimize social gatherings and minimize contact with people who are not in the same household. It also renews the Governor’s directive to avoid eating or drinking at bars, restaurants, and food courts, and visiting gyms or massage establishments, and it expands the order to include tattoo studios, piercing studios, and cosmetology salons. In accordance with federal guidelines, people are still prohibited from visiting nursing home, state supported living centers, assisted living facilities, or long-term care facilities unless to provide critical assistance. Additionally, schools will remain temporarily closed through May 4, 2020 .
To stay in line with the actions taken at the state level, Galveston County Judge Mark Henry on April 1 issued a new “Order of Essential Services and Activities” for Galveston County mirroring Governor’s Abbott executive order. Both Governor Abbott’s statewide executive order and the new “Order of Essential Services and Activities” for Galveston County take effect on April 2, 2020 at 12:01 a.m. and will last until April 30, 2020.

LOCAL DISASTER DECLARATION issued by league City Council
On Tuesday, March 24, the League City Council approved the 21 day extension of a local disaster declaration issued earlier in the month by League City Mayor Pat Hallisey. Council members voted to amend the local disaster declaration to include language that mandates the closure of bars, taverns, nightclubs and lounges located within League City as well as gyms and fitness centers, game rooms, arcades, hair and nail salons, massage establishments, and tattoo parlors. The amended language also mandates that restaurants and establishments that serve food shall only sell food and drink for off-site consumption and that organizers of social events in the City with more than 10 people shall cancel, postpone, or hold such events virtually. Council voted to add language to the declaration that excludes religious and worship services from being considered as social events. CITATIONS FOR NON_COMPLIANCE
Also added to the March 24 disaster declaration was a clause that permits the League City Police Department to issue a Class C misdemeanor citation to: "any person who knowingly fails to comply with a rule adopted under Section 122.006 of the Texas Health & Safety Code shall be punished by a fine not to exceed $2,000.00" (ultimately a judge will determine the fine).
The issuance of a citation is intended as a “last resort” for LCPD officers when they encounter situations of citizens or businesses who are not in compliance with the mandated city, county and state declarations. When at all possible, officers will issue warnings to individuals, businesses, and/or groups before issuing a citation.

Current City Closures, Cancelations, and Postponements
City Hall and City Hall Annex
Public access to both facilities has been limited. Signs posted at each facility direct visitors to phone numbers of various departments. Staff from all departments will continue to be available to provide services and answer questions over the phone and through email, as well as accept payments for utility bills, Monday through Thursday from 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. till noon. The City is encouraging online payments of utility bills and the use of the 24 hour drive-thru drop box located between City Hall and the Civic Center. Learn about online bill pay here.
Public Safety Building
The building will continue to remain open at this time, but residents are encouraged to use online services when possible including requesting a copy of a police or accident report. To access a full list of LCPD online services, click here.
Hometown Heroes
Hometown Heroes Park will be closed and all programming will be suspended until further notice. This includes recreational classes and sporting events.
Chester L. Davis Sportsplex
The sportsplex is currently closed until further notice.
Helen Hall Library
The library will be closed to the public as of 6 p.m. Thursday, March 19. Books can be returned at the available 24 hour drop-off located outside of the library building. Overdue fines have been waived.
Facility Rentals
Facility rentals will be canceled/rescheduled.
Big League Dreams
The facility is closed until further notice.
All Other City Parks
City parks and trails(except for the Davis Sportsplex and Hometown Heroes Park Recreation Building) continue to remain open. If you choose to visit, continue to practice social distancing and remain six feet away from members outside of your own household. Avoid playing group sports such as soccer, basketball, baseball, etc. All playground equipment is closed and has been roped off.
Events and Meetings
Special meetings and events hosted by the City will be canceled or postponed until after May 4.

Some events may be postponed for a later date. The City of League City will continue to actively monitor the COVID-19 situation and revisit cancelations and postponements.
New Trash Collection Guidelines
On March 24, the League City Council approved an amendment to League City’s local disaster declaration that requires residents to place all trash and recycling in a bag before placing it in a garbage receptacle, trash can, or recycle bin. This will ensure workers are protected from direct contact from trash and waste during the collection process. Clear or white bags are to be used for recycling. Starting the week of March 30, no loose items in bins will be picked up.
Utility Billing
The City is accepting online payments and payments deposited at the 24-hour dropbox located between City Hall and the Civic Center. Payments can also be made over the phone by calling 281-554-1334, option 1. If you get a recording, please call back, as there is a limited number of cashiers taking calls. We appreciate your patience.
For the time being, water service will not be disconnected for non-payment, and late payment fees will not be charged.

Statewide COVID-19 Mental Health Support Line
Texas Health and Human Services has launched a 24/7 statewide mental health support line to help Texans experiencing anxiety, stress or emotional challenges due to the COVID-19 pandemic. Counseling services are confidential and free of charge to people who call the hotline. If you do feel sick and believe you may have been exposed to COVID-19, contact your health care provider or a hospital immediately over the phone. Describe your symptoms and travel history. If they recommend testing, go as soon as possible.
School District Updates
Gov. Greg Abbott announced on March 16 that he has waived the State of Texas Assessments of Academic Readiness (STAAR) testing requirements for the 2019-2020 school year. Learn more here.
Clear Creek ISD
- Under the Governor’s extended order, all schools in the Clear Creek Independent School District are closed until May 4. All school-related activities and events are also canceled until further notice.
- Beginning Monday, March 30, 2020, Clear Creek ISD will be offering free lunch and breakfast pick-up for multiple days at a time. Monday’s pickup will include lunch and breakfast through Thursday morning. Thursday’s pickup will include lunch and breakfast through Saturday breakfast. This will be for drive through or walk up only between 11 a.m. – 1 p.m. at select schools. Visit here for locations and details. Students can pick up meals without an adult present.
Dickinson ISD
- Under the Governor’s extended order, all schools in the Dickinson Independent School District are closed until May 4. All school-related activities and events are also canceled until further notice.
- Dickinson ISD is providing FREE weekday drive-through meals for all students who qualify for the federal meal program. Parents can drive to the Owens Drive side of Dickinson High School between 11 a.m. and 12 p.m. and receive a packaged lunch and breakfast meal for the next morning.
