[ARCHIVED] GO Bond Prop B - Streets Roadways and Mobility

Construction at Intersection

This update highlights progress on the Proposition B Streets, Roadways and Mobility Improvements from the 2019 GO Bond. In May 2019 voters approved general obligation bonds allocating $72 million for 10 traffic and mobility projects. Projects include Lane & Intersection Improvements, New Traffic Signals, Road Extensions and Reconstructions, as well as new access from I-45 and the Grand Parkway Addition. Many of these projects are City funded, but some are being done in conjunction with other local entities such as TxDOT, TIRZ 2 and City of Webster. Some of the projects have been broken into smaller, phased projects to improve efficiency of design and construction. 

There are currently a total of 14 individual projects. In November 2021, the City held a public meeting to discuss the Walker Street Extension (Texas Ave to FM 270). As a result of the discussion the project was cancelled and removed from the CIP. Three projects have been completed which include Calder Road South Reconstruction, League City Parkway Lane Improvements at Hobbs Road and the League City Parkway Traffic Signal at Brittany Bay/Fennigan Lane. Overall, the status of the program is as follows:

Construction

Grissom Road Reconstruction

Grissom Road – east of Bay Area Blvd. and just north of Clear Creek – started construction in April 2022. The two-lane rural open ditch roadway is being reconstructed to become a four-lane divided urban roadway, with accompanying drainage improvements between Abigail Ln. and W. Nasa Blvd. 

Subgrade preparations for eastbound lanes of Grissom are ongoing as well as concrete pavement construction. Over 5,000 square yards of concrete have been placed along the future eastbound lanes. Construction of the 12’’ water line along the southern right-of-way of Grissom Road is complete with the exception of two tie-ins which are forecasted to be complete within the next couple of weeks. Construction is currently 85% complete, and is estimated to be complete in June 2023, weather permitting.

Traffic Systems Improvements for League City Parkway at Landing Blvd, Magnolia Lane, and W. Bay Area Blvd

The purpose of signalizing the all-way stop controlled intersections along League City Pkwy is to reduce traffic delays and prepare for future growth of traffic in the area. Dedicated right-turn lanes will also be added on some of the approaches. Improvements to the driveway for Gilmore Elementary, were also included, which will improve the overall efficiency of traffic at the intersection.

The traffic signal poles and equipment have been installed and the contractor is working with TNMP to get the electrical service activated.  All improvements at Magnolia Meadow Ln are complete.  The contractor is currently working on pedestrian facilities at Landing Blvd, including the retaining wall and sidewalk ramps. The contractor has installed the right-turn lanes at Bay Area Blvd and is currently working on the left-turn lanes.  Following the completion of that work, they will begin work on the pedestrian improvements.

SH3 & SH96 Intersection Improvements (matching funds for partnerships)

The intersection of League City Parkway and State Highway 3 requires additional turn lanes to improve the traffic flow during peak traffic hours. This project will provide additional left and right turn lanes throughout the entire intersection. 

The construction contract was awarded in September 2022.  Staff has been working with the contractor to approve equipment submittals so long lead traffic signal items can be ordered. Foundations for the new signals were installed ahead of equipment delivery which is still 1-2 months away. Staff is currently working to resolve a utility conflict at the North-East corner of the intersection between a pipeline and a small portion of storm sewer. The pipeline was labeled as a “proposed” line on utility maps but was installed without the maps being updated. Staff is exploring a simple offset of the pipeline to avoid the storm sewer or adjustment to the small, impacted storm line segment to still allow access. Work on the westbound to southbound turn lane and installation of the northbound storm sewer work is expected to begin the week of May 15th. Based on equipment schedules, the project is expected to be complete by the end of the year. 

 

Calder Rd Right Turn Lane at FM 517

Calder Road will be widened to provide two southbound lanes on the approach to the FM 517 intersection. This will provide a southbound Calder to westbound on FM 517 right-turn-lane. Bids were received in December and the construction contract was awarded at the January 10, 2023 Council meeting.  A pre-construction meeting was held on March 8th. The contractor is putting together submittals for approval.  TxDOT is requiring a LOSA (Local on System Agreement) that will take approximately 1 month to secure before finalizing the permit. Traffic control will be a concern, so it is planned to use social media, as well as signage, to keep the traveling public informed. Staff will notify residents a week in advance of any traffic changes. Project is anticipated to only take 30 days.

 

Design

There are several projects in varying stages of design. 

The League City Parkway at Walker Street Intersection Improvements includes the extension of the existing left turn lanes along League City Parkway onto Walker Street, installation of new dedicated right turn lanes, correction of the grade changes through the intersection, and associated signal modifications. Plans are in final design and acquisition in underway. This project requires approval from TXDoT and is expected to go out for bids in early summer 2023. 

Hwy 3 & FM 518 intersection improvements, which adds additional left and right turn lanes throughout the intersection as well as sidewalks, is entering the final stages of design. Acquisition has begun and is expected to take 6-8 months. Construction is funded in 2024 and bidding is scheduled for quarter 1 of 2024. Construction will follow and is expected to begin in quarter 2 of 2024 through quarter 3 of 2024.

The North Landing Blvd. Extension project is a proposed new four-lane roadway that will extend both Landing Blvd. and NASA 1 to intersect at a roundabout. The final engineering phase of the project is nearing completion, and the final plan submittal has been made to TXDoT for final review. City staff continues to work on land acquisition and utility relocation agreements. The City’s Clear Creek crossing permit application is in the final stages of review with the US Army Corps of Engineers and is anticipated to be granted by the start of construction. Due to escalating cost of materials and labor, the City received additional Federal funding for construction from the Houston-Galveston Area Council. Staff has also received permission to apply for acceptance into the HGAC Regional Strategic Transportation Fund which could federally fund the project 100% using transportation development credits. The City would be responsible for depositing 10% of the project cost into the fund as a requirement of participation in the program.

Winfield Road has been proposed as a new connector from the I-45 frontage road to Hobbs Road which will provide traffic relief to the FM 518 and Hobbs Road Intersection. This project is in the very early stages of development. The consultant submitted the draft preliminary engineering report for the City to review on December 21st. Review of the preliminary report by City Staff is complete and comments were sent to the consultant in March 2023.

Segment B of Grand Parkway is an environmentally approved (not yet constructed) 28-mile, four-lane, controlled access toll road with intermittent frontage roads from I-45 South (the Gulf Freeway) in League City toward SH 35 in Alvin and on to SH 288 (the South Freeway) near Rosharon through Galveston and Brazoria counties. Construction has not been scheduled yet.
